Hong Kong have come back to us with a quite accommodating and helpful reply and the point is whether we should as far as possible (so long as the Secretary of State's position is safeguarded) let the Governor handle the matter in the way in which he proposes or whether we should endeavour to bring Hong Kong into line with what we have proposed for the Singapore Public Service Commission. Mr. Tegetmeiers draft aims at getting Hong Kong into line with Singapore, but I should myself be disposed to leave Hong Kong to handle the matter as they wish, save that we ought to say something further to them on the subject of the superscale posts which are left within the purview of the Commission (those referred to in the latter part of paragraph 2 of the telegram). the case of Singapore, we have held the view that a public statement is not really sufficient and that there must be provision in the Regulations to be made under the Bill. A public statement is soon forgotten, whereas Regulations can always be referred to. I should, therefore, be disposed to reply to the Governor that we agree to the first part of paragraph 2 of his telegram and paragraph 3 (it will be seen that the Police Adviser accepts this since he has initialled the draft on the file). We should also include in our reply, paragraph 4 of mir. Tegetmeier's present druft, viz: the point that there should also be excluded from the Commission's purview the small groups mentioned.

As regards the junior superscale posts, however, I think we should invite the Governor to include in the Regulations to be lude under the Bill, regulations such as we have asked the singapore Goverment to include. This will sureguurd the position fully so far as these particular posts are concerned.

If this is agreed to some redraft of the telegram will be needed, and I think we might send the whole out to the Governor by a savingram. It will be better for him to have the Ceylon Public Service Regulations at the same time as he has our other views and the whole thing should reach him within a week or so.
